It's the format used in "dev" versions (ie: built off the trunk, not an official release) of Solr builds -- The tutorial is included in the build, and the version number is filled in automatically
It starts with the version number of the last official release, followed by the date and time of the build (all in dot notation so it satisfies the JAR Manifest requirements for a "Specification Version")
When/If you look at the tutorial included in an official release, it just says "1.2" or "1.3"
